I understand "leaving cheat features behind" if they've been useful in the actual game development or testing, but deliberately making an effort to develop cheats sounds very very odd to me. The reason RWR hasn't needed many in-game cheats so far is indeed that we, the developers, also mod the game resources to create situations one would consider cheats, for testing things.
Mods > cheats in my opinion.
Once custom campaign support is made available with 0.96, creating cheat commands there should be a breeze as people can easily extend the vanilla campaign gamemode while keeping the vanilla campaign files untouched.
