They used to. Then, I stopped getting full squads - only 8, 7, 6 infantry, etc.
Now none will follow me - even after restarting my server.

(And I tried pressing page up)

Why?

Maybe you've changed the squad config? Try changing it back to Default, see the controls for the keys to browse between squad configs.
