just a minor idea but how about adding "armor" stats to vehicles/crates/vests/shields, and armor puncture stats to weapons. this would allow for things like a .50 cal which can puncture a riot shield but will do nothing to a tank or apc.
example
lets go with a m24-a2 against a riot shield, jeep, and apc
m24-a2 stat armor_puncture="1" (1 can puncture armor one items, 2 can puncture 1 and 2, and 3 is for explosives like the APC cannon and punctures all)
riot shield stat armor="1" (light armor) result: teh m24 would be able to kill the user (m24 used only as example would require something like a m107 for the actual anti armor sniper)
jeep stat armor="0" result: the m24 has a higher armor puncture stat then the jeep, this will result in the m24 doing 0.1 damage to the jeep unless stated other wise by the projectile.
APC stat armor="2" result: m24-a2 would do nothing, to the apc as it has a higher armor then the m24 has puncture.
note: this concept is highly unlikely to happen as only a hand full of weapons would have armor puncture, this being a few snipers and maybe an ar or 2.
