I would've suggested to update the GPU drivers and DirectX 9.0c, but chances are you already checked those. As a last resort, you can try playing RWR with OpenGL by adding
opengl as a command line parameter at Set Launch Options in RWR's Properties in Steam.
It does seem it's some kind of system related thing in play there as you seem to be able to play RWR on the laptop just fine.
And yeah, Windows 10 indeed shouldn't be the issue, got RWR running on Windows 10 myself too.
